With the recent emphasis on managing budgets better, USF is taking proactive steps to align with these goals.

Understanding the Directive

The DOGE was established by Florida Governor Ron DeSantis back in February, with a clear mission: to identify and cut down on wasteful spending in public institutions like universities. The Executive Order 25-44 mandates that all state agencies, which includes public universities, form an Agency DOGE Team that will report on the implementation of these directives. In light of these regulations, USF is stepping up to the plate to improve its operational efficiencies.

The Role of the New Task Force

The new USF task force will handle requests directly from the Florida DOGE, ensuring that the university is on track with its commitments. It is expected to kick off its first meeting this week, comprised of 10 dedicated members who are primarily university administrators from the Tampa campus. There is one representative from the USF St. Pete campus, but notably, the USF Sarasota-Manatee campus is not represented. This blend of experience among team members is anticipated to foster informed discussions and effective decision-making.

Focus on Smart Efficiencies

President Rhea Law, in her communication to task force members, underlined the importance of pursuing smart efficiencies rather than merely slashing budgets. The aim here is to enhance outcomes that benefit students, support faculty excellence, drive research innovation, and ensure the university’s resilience in challenging times. These guiding principles are set to shape the task force’s work as they navigate their objectives.

Incentives for Efficiency

Moreover, team members were also encouraged to brainstorm ideas about a potential university-wide incentive program. Such a program could reward departments that successfully implement cost-saving measures. It’s an approach that promotes a culture of collaboration and creativity—harnessing the collective insights of departments to achieve common goals.

Immediate Responsibilities and Deadlines

With a keen eye on operational improvements, the task force is tasked with enhancing the efficiencies of the Research and Innovation department, especially considering recent changes in indirect cost recovery. Additionally, USF must compile a thorough list of every grant awarded and research published over the last six years for submission to the Florida DOGE with a deadline set for April 18. However, according to recent updates, the list has not yet been submitted, indicating there might be some challenges ahead.

Leadership and Progress Updates

Paige Geers, the Vice President and Chief of Staff, and Gerard Solis, the Senior VP for Legal Affairs and General Counsel, are co-managing the task force, bringing their expertise to steer the group’s efforts. Members were selected based on their unique qualifications and perspectives, ensuring a well-rounded approach to tackling the efficiency goals.

As of now, task force members Dubault and Myers report that they have yet to hold a meeting, meaning insights into processes and initial strategies are still forthcoming. However, updates will be disseminated to the university community as the task force progresses towards its objectives. Final recommendations for the Florida DOGE must be submitted by September, and President Law has requested consistent updates from team leaders to track their findings.

Spokesperson Althea Johnson has stated that regular updates regarding the task force’s activities and findings will be shared through emails and newsletters.
